Urges the Office of the United States Trade Representative to investigate whether World Trade Organization rules are being violated regarding government funding of McInnis Cement and the Port-Daniel-Gascons cement plant in Québec, Canada.

Notes that the Québec government has provided C$250 million in guaranteed loans, C$100 million equity investment through Investissement Québec, and another C$100 million equity investment from the Caisse de dépôt et placement du Québec to support McInnis Cement.

States that the Port-Daniel-Gascons cement plant is intended to ship the majority of its production to the United States, not supply Canadian projects, despite the Québec market already being oversaturated.

Expresses concern that Michigan's private cement industry, already weakened by recent economic downturns, should not compete with a taxpayer-funded foreign operation that will take market share and jobs from Michigan residents.

Directs that copies of the resolution be sent to the President of the United States, the Office of the United States Trade Representative, and members of the Michigan congressional delegation.
