Amends Rule 2 of the House Standing Rules regarding floor admission during sessions, establishing a 30-minute exclusion period before call to order with specified exceptions.

Permits floor access for Representatives, Senators, former Legislators, designated Clerk and legislative staff, Michigan Department Directors, Representatives' immediate family with identification passes, and accredited media correspondents.

Allows immediate family members to be admitted on the first session day of odd-numbered years for swearing-in ceremonies, with an identification pass requirement issued under Majority Floor Leader guidelines.

Prohibits lobbyists and those employed by lobbyists from floor access, with exception for immediate family of Representatives admitted under swearing-in provisions or those with department director status.

Requires Majority Floor Leader approval for floor guest distribution of items, which must pertain to that day's agenda and be clearly identified by the requesting Member.
