Amends MCL 324.2133 of the Natural Resources and Environmental Protection Act to change the definition of "newspaper" for surplus land sale notices from the Revised Judicature Act reference to section 1 of 1963 PA 247, MCL 691.1051.

Requires notice of sealed or oral bid public auction sales of surplus lands to be published at least once in a qualified newspaper not less than 10 days before the sale in the county where lands are located, or in an adjoining county if no qualified publication exists locally.

Requires notice of negotiated surplus land sales to be published at least once in a qualified newspaper not less than 10 days before the department authorizes the sale, with the same geographic publication requirements as auction sales.

Requires the department to furnish lists of surplus lands being offered, including descriptions, conditions of sale, and sale date/time/place for auction sales, or the date/time/place of department authorization meeting for negotiated sales.

Takes effect only if Senate Bill No. 8 of the 97th Legislature is enacted into law.
