Redefines "newspaper" for legal notice publication to include print publications meeting specific criteria: bona fide paying subscribers or weekly publication for 2+ years, weekly general circulation for 1+ year, and minimum 25% news/editorial content annually.

Allows websites to qualify as newspapers if no print publication meets the definition in the required area, provided the website is an established online version of a previously qualified publication, updated at least weekly for 2 years, contains 25%+ news content, and includes required contact/complaint addresses and searchable notice database.

Requires publications and websites to maintain permanent printed copies of notices in the required area for archival and verification purposes.

Prohibits publications or websites controlled by the entity on whose behalf the notice is published from serving as qualified newspapers for that notice.

Repeals sections 1461 and 1950 of the 1961 Revised Judicature Act and conditions the bill's effectiveness on Senate Bill No. 7 of the 97th Legislature being enacted into law.
