Adds section 1616 to establish Michigan's participation in the Interstate Wildlife Violator Compact, authorizing the department to enforce compact provisions and adopt amendments.

Requires the department to suspend hunting, fishing, and trapping licenses of Michigan residents who fail to comply with citations or are convicted of violations in other participating states, with mandatory suspension for convictions that would require it under Michigan law.

Establishes evidentiary hearing procedures within 20 days of suspension notice, limited to challenging whether the violation occurred, whether conviction is on appeal, or whether the person is the proper party.

Imposes misdemeanor penalties (up to 90 days imprisonment or $25-$250 fine) for failing to surrender licenses within 10 days of suspension notice.

Amends section 43559 to clarify that courts may revoke hunting and fishing licenses for violations and that the department must comply with suspension orders from support and parenting time enforcement proceedings within 7 days.
