Establishes the state historic preservation office, previously created by Executive Order No. 2007-53, as a statutory entity within the State Housing Development Authority.

Requires the state historic preservation office to review proposed exterior changes to sites owned or financed by downtown development authorities that are listed on the state or national register of historic sites, through December 31, 2018.

Mandates the office complete its review and respond to downtown development authorities within 30 days of receiving a referral.

Prohibits demolition of historic structures by downtown development authorities unless the state historic preservation office approves the demolition; allows appeals of non-approval decisions using the same process as sites in local historic districts.

Applies only to historic sites not located within local historic districts created under the Local Historic Districts Act of 1970.
