Allows eligible merchants holding both a specially designated merchant license and a Class C, tavern, or hotel license to fill and sell growlers (refillable containers up to 1 gallon) with beer for off-premises consumption.

Requires growlers to be sealed with labels showing brand name, beer class, net contents, and retailer name, and prohibits advance filling of growlers.

Permits wine makers to conduct wine tastings and sell wine at locations other than their licensed premises for a $100 fee per location, with prior commission approval.

Allows small wine makers and out-of-state equivalents to sample and sell wine at farmer's markets for off-premises consumption.

Takes effect only if Senate Bill No. 79 of the 97th Legislature is enacted into law.
