Cities that administer building codes may adopt ordinances prohibiting permit applications and certificates of occupancy from persons delinquent on civil fines or justice system assessments imposed by municipal administrative hearings bureaus.

Exempts government-sponsored enterprises, financial institutions, mortgage servicers, and credit union service organizations that acquired property through foreclosure or deed in lieu of foreclosure from permit denial ordinances.

Does not prohibit building permits for work that corrects, in whole or in part, the blight violation that resulted in the delinquent payment.

Effective date: March 14, 2014.
