Allocates up to $109,275,000 for fiscal year 2012-2013 to eligible intermediate districts and consortia for great start readiness programs (GSRP) serving educationally disadvantaged preschool children.

Changes eligibility age requirements beginning 2012-2013: children must be at least 4 but less than 5 years old as of the date specified under school code section 1147, with a phased expansion allowing some 5-year-olds with late birthdays to enroll in 2013-2016 school years.

Requires programs to include comprehensive components: age-appropriate curriculum aligned with state early childhood standards, nutritional services, health screening, parent involvement, annual evaluations, and kindergarten articulation planning.

Sets teacher qualifications requiring valid Michigan teaching certificates with early childhood endorsements, with alternative pathways for subcontracted child development programs and compliance plans for teachers with incomplete training.

Establishes that over 75% of participating children must come from families with household income at or below 300% of federal poverty level, and allows programs to operate as part-day, school-day, or blended GSRP/Head Start formats.
