Firearms records are declared confidential and exempt from disclosure under Michigan's Freedom of Information Act.

Peace officers and authorized system users may access firearms records only for specific purposes: when an individual poses a threat to themselves or others, when they have committed a pistol offense, when a pistol may have been used in a crime, to ensure officer safety, for purposes of the firearms licensing act, or when necessary to lawful duties with documented reasons.

Intentional violations of the access restrictions are state civil infractions subject to fines of up to $500.

The act becomes effective December 21, 2014 (180 days after enactment on June 24, 2014), conditional on enactment of Senate Bills 834 and 881 and House Bills 4155, 5325, and 5328.
