Requires the departments of agriculture and rural development and natural resources to jointly advise the legislature and governor on forest management and development of the forest products industry.

Mandates the departments develop a forestry development plan to improve Michigan's business climate for forestry, assure stable timber supply, and coordinate public and private forestry activities.

Directs the departments to identify industry needs, promote expansion of forest products companies, and attract new companies to Michigan.

Requires the departments to promote and encourage use of Michigan's value-added forest products within the state, nationally, and internationally.

Requires the departments to submit annual reports to the governor and legislature on their forest products industry development activities.
