Amends definitions in the off-road vehicle (ORV) regulations, including clarifying that an ATV is an ORV with 3 or more wheels, 50cc to 1,000cc engine, and designed for off-road use.

Establishes requirements for children under 16 operating ORVs, including mandatory direct adult supervision and possession of an ORV safety certificate, with exceptions for organized riding events meeting specific safety standards.

Prohibits children under 12 from operating 4-wheeled ATVs except on private land owned by parent/guardian and not less than 10 years of age; prohibits all children under 16 from operating 3-wheeled ATVs.

Requires operators to wear DOT-approved crash helmets and protective eyewear, use approved mufflers with noise limits of 86 dB(A) or 82 dB(A) for post-1986 vehicles, and maintain functional braking systems.

Prohibits ORVs wider than 50 inches from operating on forest trails and restricts operation within 100 feet of dwellings, public waters, and during November deer season hunting hours.
