Prohibits registered sex offenders from working within a student safety zone, with exceptions for those employed there on January 1, 2006, those whose workplace became a safety zone due to school relocation, and those with only intermittent work presence.

Prohibits registered sex offenders from loitering within a student safety zone or within 1,000 feet of a licensed child care or day care center.

Establishes criminal penalties: first violation is a misdemeanor punishable by up to 1 year imprisonment or $1,000 fine; subsequent violations are felonies punishable by up to 2 years imprisonment or $2,000 fine.

Exempts individuals transporting their own child to/from school or a sanctioned event, and those meeting with school employees about their enrolled child, from the loitering restrictions in student safety zones and child care centers.

Takes effect February 1, 2014.
