Authorizes the Michigan Liquor and Cannabis Regulatory Agency to issue annual farmer's market permits to qualified small wine makers allowing tastings and retail sales at farmer's markets.

Limits permits based on county population: one permit per 1,500 people or fraction thereof per county, with a $25 fee per farmer's market location; permits are nontransferable.

Requires local police agency and farmer's market manager approval before permit issuance and restricts tastings to no more than 3 servings of 2 ounces within 24 hours per customer.

Restricts tasting and sales to an exclusive defined area operated by trained employees, with wine inventory removed immediately after the market closes; prohibits wholesalers from participating.

Requires the commission to submit a report within two years assessing the permit program, including data on applications received, approved, and approved permits by county.
