Establishes annual financial and pupil accounting audit requirements conducted by certified public accountants, with reports due to the department by October 15 each year; allows biennial pupil audits for small stable districts with error rates below 2%.

Allocates $317.7 million in 2014-2015 school aid funds for at-risk pupil programs focused on grade 3 reading proficiency and high school college/career readiness, with an additional $40 million appropriated for this purpose.

Requires districts receiving at-risk funding to report program usage by July 15 annually and demonstrate that 50% of at-risk third graders read at grade level and show improvement in college entrance exam scores, or redirect half their at-risk funds to targeted tutoring and remediation.
