Requires school boards to approve board member expenses either through advance majority vote approval of specific expenses or through a policy establishing reimbursable expense categories with subsequent approval before payment.

Prohibits school districts, intermediate school districts, public school academies, and education achievement authorities from providing credit cards, debit cards, or similar payment instruments to board members except in compliance with law.

Bans use of public school funds for purchasing alcoholic beverages, jewelry, gifts, golf fees, or illegal items, with an exception for plaques, medals, trophies, and awards up to $100 per recipient (adjusted annually for inflation).

Establishes criminal penalties for violations including misdemeanor imprisonment up to 93 days and fines ranging from $1,000 to $4,000+ depending on the cumulative amount misused, plus mandatory restitution to the affected school entity.

Takes effect 90 days after enactment.
