Establishes a recreation improvement account within the Michigan conservation and recreation legacy fund to receive funding for recreational projects and administration.

Changes the funding source for the recreation improvement account from 2% of gasoline sales to seven-tenths of 1% of revenue from the additional 2% sales and use taxes dedicated exclusively for transportation purposes under the state constitution.

Defines "recreational projects" to include construction, maintenance, and operation of trails and associated facilities (restrooms, shelters, campgrounds, parking lots) usable by off-road vehicles, cross-country skiers, horseback riders, and hikers, plus inland lake cleanup grants.

Allows money in the recreation improvement account to be expended as grants to state colleges and universities to implement programs funded by the account.

Repeals sections 71102 to 71106 of the Natural Resources and Environmental Protection Act and makes the act effective October 1, 2013, contingent upon passage of Senate Joint Resolution J.
