Allows motor vehicle owners and operators to present proof of insurance in electronic format on an electronic device, in addition to physical certificates.

Removes the requirement that proof of insurance be produced "pursuant to subsection (2)" when requested by a police officer, streamlining the presentation requirement.

If a person proves to the court before their appearance date that the vehicle had valid insurance at the time of violation, the court shall not assess fines or costs and shall not forward an abstract to the secretary of state, but may assess a fee of up to $25.

If found responsible for failing to produce proof of insurance, a person's operator's license may be suspended for 30 days or until proof of insurance is submitted, with a $25 service fee to the secretary of state.

The secretary of state shall not renew, transfer, or issue new registration plates for vehicles involved in violations until the owner provides proof of insurance or the vehicle is sold to someone other than a spouse, parent, or sibling.
