Amends section 907 of the 1949 Motor Vehicle Code to clarify procedures for civil infractions and establish specific fine amounts for various traffic violations.

Sets maximum civil fines at $100.00 for most violations, with higher penalties for specific offenses such as section 319f violations ($2,500-$2,750 for first offense, $5,000-$5,500 for subsequent offenses) and section 319g violations (up to $10,000 or $2,750-$25,000 depending on subsection).

Requires courts to impose a $40.00 justice system assessment per civil infraction determination, except for parking violations or violations with total fines and costs of $10.00 or less.

Allows courts to waive fines and costs if a defendant provides proof of corrected safety equipment violations, valid vehicle registration, or valid insurance before the appearance date.

Effective August 20, 2013, allowing 90 days from enactment for implementation.
