Requires individuals arrested for felony offenses or attempted felonies to provide DNA samples (blood, saliva, or tissue) for identification profiling purposes.

Expands DNA sample collection requirement to include convictions or findings of responsibility for certain misdemeanors including indecent exposure, disorderly conduct, prostitution-related offenses, and window peeping.

Imposes a $60 assessment on persons convicted or found responsible for crimes listed in the law, with 10% retained by courts for costs, 25% to investigating law enforcement agencies, and 65% to the state justice system fund.

Allows courts to suspend payment of assessments if a person is unable to pay after reviewing a verified petition.

Takes effect July 1, 2015, contingent upon enactment of Senate Bills 105 and 106 in the 97th Legislature.
