School districts must have title in fee, a 99-year lease, or a 50-year lease from the federal government, state, or political subdivision before building a school on a site.

School districts must submit site plans for high school buildings that provide transportation to pupils to the local unit of government for administrative review, with 60-day response deadline and 45-day governing board reply period for suggested changes.

Superintendent of public instruction retains sole jurisdiction over approval of plans and specifications for school building construction and site plans, and shall not approve sites that do not provide transportation unless they meet all requirements of department bulletin 412.

Local units of government cannot charge school districts more than $250 for administrative review or $1,500 for total costs incurred in reviewing site plans under this section.

The bill applies to school building expansions only if the expansion increases square footage by at least 20%, and exempts temporary structures necessary for unexpected enrollment increases lasting no more than 2 years.
