Expands eligibility for homestead facility owners to apply for neighborhood enterprise zone certificates after a building permit is issued, removing the prior requirement to apply before permit issuance.

Adds 16 specific exceptions (subsections a-p) allowing late applications for facilities in designated neighborhood enterprise zones with building permits issued within defined timeframes between 1992 and 2008.

Requires homestead facility applicants to commit to a minimum $500 investment over the first 3 years and document this investment if requested by the local assessor.

Allows subsequent owners occupying new facilities as principal residences to obtain certificates for the remainder of the original owner's term (up to 12-15 years) if the original owner did not apply.

Specifies effective dates for certificates issued under various amendment provisions, with some retroactively effective to January 1, 2001.
