Establishes the Michigan Transportation Fund in the state treasury as a separate fund receiving motor fuel tax revenue, vehicle registration fees, and general sales tax money from specific sources.

Appropriates Michigan Transportation Fund money as follows: up to $3,000,000 annually to state trunk line fund for rail grade crossings; at least $3,000,000 to local bridge fund; 10% to comprehensive transportation fund; $5,000,000 to local bridge fund; $43,000,000 for state debt service; and $36,775,000 to transportation economic development fund.

Distributes remaining Michigan Transportation Fund balance after specified appropriations: 39.1% to state trunk line fund; 39.1% to county road commissions; 21.8% to cities and villages.

Creates local bridge fund administered by a local bridge advisory board with 6 voting members and 2 nonvoting members, allocating 5-15% for critical/emergency bridge repairs and remaining funds distributed among regional bridge councils based on number of bridges, deck area, and structural deficiency ratios.

Authorizes State Transportation Commission to issue at least $30,000,000 in bonds or notes to supplement local bridge program funding; requires annual reporting to legislature on bridge fund activities and allocations.

Bill takes effect only if Senate Bill 6 and House Bill 4630 of the 97th Legislature are enacted into law.
