Prohibits merchants from imposing surcharges on consumers who pay with credit cards instead of cash, checks, or debit cards.

Defines "surcharge" as any additional amount added at the time of sale that increases the charge for using a credit card, including third-party credit card guarantee service fees.

Exempts surcharges imposed by public utilities if approved by the Public Service Commission.

Adds credit card surcharge prohibition to the list of unfair or deceptive trade practices under Michigan's consumer protection act.

Does not restrict discount options for non-credit payment methods or fees charged by credit card companies themselves.
