Requires the department to publish reports listing all dredging and infrastructure improvements undertaken at each harbor along with expenditure amounts.

Establishes that at least 50% of waterways account funds must be expended for ramps, piers, dredging, locks, and equipment for recreational boating facilities during fiscal years 2015-2016 through 2017-2018.

Limits local government grant recipients to a maximum 25% local match requirement for grants supporting core recreational boating infrastructure projects.

Allows waterways account funds to be used for property acquisition, harbor of refuge development, and administrative costs directly related to recreational boating facilities.
