Requires school districts that contract with intermediate school districts for superintendent services to conduct a financial audit of the intermediate district's records within 3 months preceding the contract.

Requires school districts that contract with intermediate school districts for superintendent services to conduct a performance audit of the intermediate district's operations within 3 months preceding the contract.

Mandates that both financial and performance audits be performed by independent auditors selected from lists maintained by the Department of Treasury.

Allows school districts to either directly employ a superintendent or contract with their intermediate school district for superintendent services, subject to the new audit requirements.

Maintains existing provisions regarding superintendent contract terms (not to exceed 5 years), nonrenewal notice requirements (90 days minimum), and automatic renewal if proper notice is not given.
