Renames the Michigan Supply Chain Management Development Commission to the Commission for Logistics and Supply Chain Collaboration and expands its scope to include international trade and logistics industries.

Establishes the commission within the Michigan Strategic Fund with nine members: three state agency heads (or designees), two members appointed by the governor from lists provided by legislative leaders, and five members appointed directly by the governor, all with supply chain management expertise.

Directs the commission to create a strategic road map for attracting and growing international trade, supply chain, and logistics industries through workforce development, business recruitment, marketing, and policy recommendations.

Authorizes the commission to advise state agencies, communicate with Ontario and Canadian federal government, survey other states' supply chain practices, and develop strategies for capital investment, workforce training, regulatory efficiency, and transportation infrastructure coordination.

Limits state funding to maximum $5,000 per fiscal year for member reimbursement and administrative costs, with the Michigan Strategic Fund required to report annual expenditures to the legislature by March 1 each year.
