Amends Section 1301 to define "permit," "application period," "processing deadline," and "processing period" for various environmental permits, with processing periods ranging from 20 to 150 days depending on permit type.

Prohibits open water disposal of dredge materials contaminated with toxic substances as defined in Michigan Administrative Code R 323.1205.

Establishes 5-year validity periods for permits to dredge or place dredged spoils on bottomland, with prohibition on requiring additional environmental studies during the permit term unless an act of God causes significant geological or ecological changes.

Allows open lake disposal of non-contaminated dredge material at the 30-meter depth contour or deeper, except within Great Lakes bottomland preserves, permitted submerged log removal areas, or lake trout or diporeia refuges.
