Establishes a pilot program running from October 1, 2015 through September 30, 2016 for substance abuse testing of Family Independence Program applicants and recipients aged 18 and older with reasonable suspicion of controlled substance use.

First-time positive test results require referral to a department-designated community mental health entity for treatment; test costs are deducted from the first assistance payment; failure to participate in treatment or periodic testing results in termination of benefits.

Second or subsequent positive test results render applicants and recipients ineligible for Family Independence Program assistance unless they test negative upon reapplication; the department may refer them to treatment.

Excludes from the definition of "use of a controlled substance" individuals with valid prescriptions from a treating physician and medical marihuana cardholders under the Michigan Medical Marihuana Act.

Requires the department to submit a comprehensive report to the legislature within 60 days of program conclusion, including screening numbers, test results, referrals, imposed sanctions, and program costs incurred.
