Adds new category (r) to Section 537 allowing small wine makers and out-of-state entities equivalent to small wine makers holding a farmer's market permit to sample and sell wine at farmer's markets for off-premises consumption.

Establishes new subsection (4) permitting wine makers to conduct wine tastings and sell wine at locations other than their licensed premises upon prior written approval from the commission, with a $100 fee per location.

Allows beer and wine tastings at specially designated merchants' premises under subsection (5) by outstate sellers, wine makers, brewers, and micro brewers without charging customers, limited to 3 samples of up to 3 ounces of beer or 2 ounces of wine per customer per 24-hour period.

Requires annual beer and wine tasting permits, 10 working days' written notice to the commission, server training certification, and dedicated staff with no other duties during tastings; all open bottles must be removed same day or securely stored.

Adds subsection (9) allowing brandy manufacturers and small distillers to conduct tastings and sell brandy and spirits at other locations with prior written commission approval, $100 fee per location, and compliance with sanitation and commission rules.
