Creates the movable bridge fund in the state treasury to receive money from the Michigan transportation fund ($5,000,000 annually from 3 cents of motor fuel tax) for operation and maintenance of publicly owned movable bridges.

Requires the Department of Transportation to develop operational procedures and annually estimate operational costs for all publicly owned movable bridges in the state.

Authorizes the Department to enter into contracts with bridge owners or agencies for bridge operation, with contractors required to maintain specified insurance coverage.

Distributes movable bridge fund money to bridge owners/operators based on their operational cost estimates, or to the Department if it assumes operations.

Defines "operational costs" as reasonable and customary costs of bridge operation, excluding routine maintenance, capital improvements, and structural or mechanical repairs.
