Prohibits the commissioner from conducting lotteries based on activities that use the mechanical, physical, or mental skills of participants and are traditionally regarded as sporting events.

Requires the commissioner to participate in joint enterprise agreements with other sovereignties only if designed to maximize net revenues, with provisions allowing discontinuation and requiring semiannual legislative reporting.

Prohibits the sale of state lottery tickets or shares over the internet.
