Amends MCL 257.303 and 257.319 (Michigan Vehicle Code) to add new grounds for denying driver's licenses to unlicensed persons with certain juvenile dispositions for willful and repeated absence from school or other learning programs.

Denies licenses for 6 months from the date of disposition to unlicensed persons who received a juvenile disposition for willful and repeated absence from school or another learning program.

Suspends licenses for 6 months beginning on the date of disposition for juveniles determined to be within family court jurisdiction due to willful and repeated absence from school or another learning program.

Makes various technical amendments and clarifications to existing license denial and suspension provisions relating to prior convictions and habitual offender designations.

Bill is contingent on Senate Bill 305 of the 97th Legislature being enacted into law.
