Changes language in the Police and Fire Protection Act from "shall apply" to "applies" for references to townships, incorporated villages, and qualified cities.

Prohibits townships, incorporated villages, or qualified cities from using this act to reduce the number of paid full-time firefighters.

Removes the population cap limitation (previously "less than 70,000") from the definition of qualified cities, allowing cities with 15,000 or more residents in counties with populations between 200,000 and 235,000 to qualify.

Requires special assessment questions and amounts to be approved by a majority of electors in the special assessment district for these newly qualified cities.

Prevents increases to approved special assessments unless first approved by a majority of electors in the special assessment district.
