Permits exceptions for emergency repairs made before a January 2006 district creation in cities with populations between 20,500-27,000 in counties with populations between 95,000-105,000.

Permits exceptions for roof repairs completed in March 2006 before an April 2006 district creation in cities with populations between 10,800-11,100 in counties with populations between 39,000-42,000, with applications submitted in April 2006.

Permits exceptions for facilities with building permits obtained in September 2010 involving interior renovation and mold removal in districts created in October 2012, and for roof repairs begun before June 2010 district creation in large cities with populations over 600,000 in counties with populations over 1,800,000.
