Amends Michigan's environmental protection law (1994 PA 451) to clarify definitions related to hazardous substance releases and environmental contamination.

Specifies that application of fertilizers, soil conditioners, agronomically applied manure, pesticides, and crop residuals according to label directions and accepted agricultural practices does not constitute a "release" under environmental law.

Provides comprehensive definitions for terms used in the environmental cleanup and brownfield redevelopment provisions, including "facility," "hazardous substance," "remedial action," and "response activity."

Clarifies liability protections for lenders and fiduciaries who hold security interests in contaminated properties without participating in facility management.

Effective immediately upon Governor's approval on October 22, 2013.
