Establishes the Student Safety Act creating a statewide 24/7 hotline for confidential reports of potential harm, self-harm, or criminal activities directed at school students, employees, and schools.

Creates the Student Safety Fund to pay for program administration, hotline operation costs, and public awareness campaigns, with funds appropriated by the legislature.

Designates submitted reports as confidential and not subject to Freedom of Information Act disclosure, with violations punishable by up to 90 days imprisonment or $500 fine.

Allows court-ordered disclosure of reports only when a criminal defendant petitions showing the information is essential to fair trial, or when a prosecuting attorney believes a report was falsely provided.

Requires annual reports to the governor and legislature detailing hotline usage, referrals, costs, and program effectiveness; act repeals effective October 1, 2017.
