Removes requirement that retailers remit fireworks safety fees within a specific timeframe and instead establishes that fees must be remitted no later than 20 days after the end of each preceding month.

Expands responsibility for remitting fireworks safety fees to include any person to whom a consumer fireworks certificate is issued, not just retailers.

Redirects fireworks safety fund revenues so that 100% of fireworks safety fees fund firefighter training through the Firefighters Training Council, and 100% of consumer fireworks safety certificate fees fund act administration and inspection costs.

Eliminates the previous cap allowing the department to spend up to $1,000,000 in discretionary grants to local governments for inspection costs.

Establishes a delegation program allowing the department to pay local units of government 70% of consumer fireworks safety certificate fees for conducting inspections, while retaining 30% for department administration.
