Allows foreclosure sale purchasers to inspect property exteriors, interiors, and structures during and throughout the redemption period.

Permits purchasers to immediately commence eviction proceedings under chapter 57 if inspection is unreasonably refused or if property damage is imminent or has occurred.

Extinguishes redemption rights and vests full title in the purchaser if a judgment for possession is entered, unless the mortgagor repairs damage before the possession hearing.

Defines "damage" to include code violations, boarded windows, broken windows or doors, accumulated debris, stripped materials, missing fixtures, and conditions below community safety standards.

Establishes effective date of January 10, 2014, contingent on concurrent enactment of Senate Bill 380, House Bill 4765, and House Bill 4766.
