Changes terminology throughout from "funds" to "money" for consistency and clarifies various subsection references and numbering related to bridge programs and transportation economic development funding.

Requires the department to promulgate rules governing the local bridge program and establishes specific project eligibility criteria for federal match funding through the local federal match program.
