Requires persons under 18 years old to pass an examination and complete a motorcycle safety course before obtaining an original motorcycle endorsement on an operator's or chauffeur's license.

Requires persons 18 years or older to pass an examination for a motorcycle endorsement, with successful completion of a motorcycle safety course mandated only after failing the examination twice or more.

Waives the motorcycle driving skills test requirement for applicants who have successfully completed an approved motorcycle safety course or hold a valid motorcycle license or endorsement from another state.

Restricts motorcycle endorsements issued for 3-wheeled motorcycles (other than autocycles) to operation of only that type, prohibiting operation of 2-wheeled motorcycles.

Establishes felony penalties for corrupting examiners, altering examination criteria, or forging driving skills test certifications related to motorcycle endorsements.
