SB-0412 Summary

• Amends the Michigan Justice Training Act to establish the Michigan Justice Training Fund within the state treasury for distributing funds to law enforcement agencies for criminal justice in-service training.

• Requires the commission to annually distribute 60% of the fund to eligible entities on a per-capita basis based on full-time equated law enforcement officers employed, with a minimum distribution of $500.

• Establishes that law enforcement distribution funds must be expended only for criminal justice in-service training, training materials, equipment rental/purchase, facility rental, tuition, travel reimbursement, and instructor costs, with restrictions on out-of-state training requiring commission approval.

• Allows the commission to distribute remaining fund balance through competitive grant awards to eligible entities and state/local agencies for criminal justice training programs, excluding professional associations.

• Requires eligible entities and grantees to maintain separate records, report expenditures to the commission, register courses through the MCOLES information and tracking network, and expend distributed funds within specified timeframes or forfeit eligibility.
