Requires the Department of Technology, Management, and Budget to contract for a comprehensive statewide cost study to determine sufficient per-pupil resources needed for students to meet Michigan merit standards.

Study must be completed within 1 year and conducted by a qualified vendor using multiple research approaches including successful school district analysis, professional judgment, and evidence-based methods.

Study must examine educational resources needed for quality K-12 education, including analysis of high-performing and low-spending school districts and geographic cost-of-education indexing.

Study must investigate additional funding categories for special needs including socioeconomic status, limited English proficiency, special education, population density, and rural/urban/suburban differences.

Study must evaluate impact of food service, transportation, community services, building construction/maintenance, and debt service costs, plus effects of pupil population growth and decline; findings must be reported to legislature, governor, and legislative auditor general within 30 days of completion.
