Adds oil, gas, and mineral landmen as exempt from unemployment compensation coverage if compensation is directly tied to task completion rather than hours worked and the contract designates them as independent contractors.

Expands H-2B visa holder exemption to include J-1 exchange visitor program visa holders performing services under 22 CFR 62.28 to 62.32, effective January 1, 2014, retroactively applied to the full calendar year.

Requires employers claiming H-2B or J-1 visa exemptions to maintain supporting documentation for 6 years and provide it to the unemployment agency upon request for verification purposes.

Takes immediate effect upon enactment.
