Cities, villages, municipalities, and townships must procure and furnish flag holders and U.S. flags for veterans' graves upon petition from a veterans' organization, organization affiliate, or 5 eligible voters, paid for by the local government.

Counties may (not required to) procure and furnish flag holders and U.S. flags for veterans' graves upon similar petition.

Local governments and counties must prioritize purchasing flag holders and flags made in the U.S. (including territories and D.C.) if competitively priced and of comparable quality are available.

If foreign-manufactured flags or holders are purchased due to lack of domestic alternatives, the government must post notification and country of origin on its website or at principal office locations.

Failure to comply with purchasing and notification requirements results in a state civil infraction with a civil fine of up to $500.
