SB-0431 Summary

• Department shall provide procurement for supplies, materials, services, equipment, and printing needed by state agencies, with preference given to Michigan-based firms and clean corporate citizens when all other factors are equal.

• Department must utilize competitive solicitation for all purchases unless procurement is for imminent public health/safety threats, emergency repairs, declared states of emergency, or within delegated agency authority with approved procedures.

• Qualified disabled veterans receive a preference of up to 10% on contract amounts, and if multiple disabled veterans tie as lowest bidders, the one with the lowest bid receives the contract award.

• Department has a goal to award at least 5% of annual expenditures for construction, goods, and services to qualified disabled veterans, with annual reporting to both legislative houses on bidding participation and contract awards.

• "Qualified disabled veteran" defined as a business entity 51% or more owned by one or more veterans with service-connected disabilities; "biobased product" means products with U.S. Department of Agriculture certified biobased product labels.
