Clarifies that separate legal entities under interlocal agreements are not automatically created unless expressly provided for in the agreement.

Establishes that transferred employees retain previous terms and conditions of employment for 6 months or until modified through collective bargaining, whichever is earlier.

Requires negotiations on collective bargaining agreements to begin no later than 180 days before employee transfer to a joint exercise of power.

Provides that labor organization representatives continue representing transferred employees and allows employees to challenge representation under applicable labor law.

Specifies that separate legal entities created by interlocal agreements cannot levy taxes, issue bonds in their own name, or indebt participating governmental units without express authorization in the agreement.
