Requires districts and intermediate districts to comply with all state and federal reporting requirements and cooperate with establishing a statewide P-20 longitudinal data system.

Mandates districts furnish graduation and dropout rate information by June 30 each year and requires the center to calculate and report these rates to legislative committees and the state budget director within 30 days of publication.

Requires districts to report information on educational personnel by December 1 and June 30 of each year, and safety practices and criminal incidents by June 30 each year.

Adds new requirement for districts to complete and certify all emergency drills required under the Fire Prevention Code (1941 PA 207) and report completion to the center and intermediate district by June 30 each year.

Imposes 5% withholding of state school aid funds for any district or intermediate district that fails to meet reporting and compliance requirements under this section, with withheld funds placed in escrow until compliance is achieved.
