Exempts judgments from certification if the school district lacked authority to enter the contract or if the district is under a state consent agreement that requires state treasurer approval before certification.

Excludes judgments on contracts over $100,000 where the school district failed to pay within 90 days and the creditor did not provide written notice to the board, superintendent, and state treasurer of the payment failure and intent to stop services.

Requires the state treasurer to transmit notices of payment failures to relevant legislative committee chairs and directs the state treasurer and school district to post such notices on their respective websites.
