Amends Section 609 of the Michigan Liquor Control Code of 1998 to modify restrictions on vendor assistance and promotional items.

Prohibits manufacturers, wholesalers, and other liquor vendors from providing gifts, loans, property, premiums, or rebates to other vendors, with an exception allowing spirits manufacturers to refund price reductions to specially designated distributor licensees.

Removes the commission's authority to prohibit or require prior approval for on-premises licensees to furnish or use brand-logoed novelty items on their premises, notwithstanding existing Michigan administrative code provisions.
